WHAT IS THE ANNUAL REPORT OF THE SAFETY ADVISER?
This report provides the competent authorities (ARR, RAR) and the management of the undertaking with information on the dangerous goods loaded (in the case of consignors and loaders); carried (in the case of carriers); or unloaded (by consignees or unloaders).
Apart from this information, it provides a great deal of other relevant data. This can be used to produce statistical data. It can also be used to draw up recommendations to the committee responsible for updating the ADR agreement. In relation, of course, to the current situation as regards the procedures and operations connected with the loading, carriage and unloading of dangerous goods.
WHO must complete this report?
“…Undertakings are obliged to send the Ministry of Transport an annual report on the activity carried out, as provided for in the Regulation on the appointment, vocational training and examination of safety advisers for road transport”. (Art.29 of HG 1175/2007)
Transport operators, transport undertakings, consignors of dangerous goods (for example. freight forwarders), manufacturers of dangerous goods, logistics centres, etc., which are obliged to appoint at least one safety adviser are also obliged to draw up the annual report of the safety adviser.
Completing the report is the direct responsibility of the safety adviser!
WHEN, or BY when, is the annual report of the safety adviser completed?
At the beginning of each year, the safety adviser must gather all the relevant information (quantity of dangerous goods carried, area covered, staff training, events, etc.). The adviser must then bring it together by completing the “annual report of the safety adviser” form.

The deadline for completing it has NOT yet been set by the rules. BUT, for that very reason, the authorities may “expect” to be able to ask for the completed report on the first day of the new year.
WHAT is completed, and HOW?
The standard form, which can be edited, can be downloaded from the ARR website. You will thus fill in all the necessary and mandatory information with the help of this form.
The address of the form:
The completed form must be printed and signed by the safety adviser (who drew it up) in two copies.
You register the signed report with the ARR Agency to which you belong. One copy is kept by the ARR agency, and you will file the second copy at the undertaking's registered office. At the request of the authorised authorities, you present the report drawn up and registered with the Autoritatea Rutieră Română (the Romanian Road Authority).
Failure to draw up the annual report of the safety adviser and/or to communicate it to the designated examining body that issued the certificate of the undertaking's safety adviser, in accordance with Annex E to the Regulation on the appointment, vocational training and examination of safety advisers for the carriage of dangerous goods by road, rail and inland waterway and in accordance with the provisions of sub-section 1.8.3.3 of A.D.R., falls within risk category III, which is punishable by an administrative fine of between 2,000 – 4,000 lei.
