Oversized transport operations must be authorised through a specific procedure

The AST (Special Transport Authorisation) is the document by which the
road administrator establishes the route to be followed and the charges due; it is the document that permits
transport to be carried out with vehicles exceeding the maximum permitted masses and/or dimensions and it is
valid for the registration numbers of the vehicles with the same technical characteristics
entered in it, and for the route, direction, period and authorised characteristics entered, under the conditions laid down by
the road administrator

Procedures for issuing the Special Transport Authorisation

The AST is issued by the administrator of the road to be travelled, as follows:
a. CNAIR SA (the Romanian National Company for Road Infrastructure Administration) and its subunits, for national roads and motorways;
b. County councils, through their specialist bodies, for roads of county interest;
c. Municipal councils, through their specialist bodies, for streets located within the built-up area of
municipalities. Sections of national roads, including the related engineering structures, facilities and
accessories, located within the built-up area of municipalities are administered by the respective municipal
councils;
d. The administrative unit on whose territory they are located, in the case of roads of local interest.

The AST is issued for:

1. transport operations whose load is indivisible. An indivisible load means
   a load which, for the purpose of carriage by road, cannot be divided into two or more
   loads without undue expense or without the risk of damage and which, owing to its dimensions and
   mass, cannot be carried by a motor vehicle, a trailer, a road train or an articulated
   vehicle in such a way that it complies with the maximum permitted masses and/or dimensions;
2. vehicles which, by their construction, exceed the maximum permitted masses and/or dimensions;
3. vehicles carrying goods that are not indivisible, if at least one of the
   maximum permitted masses or dimensions is exceeded and the following conditions are all met:
   a.the total mass of the vehicle together with its load is no more than 50.0 tonnes;
   b.the axle mass does not exceed the maximum mass that can be authorised;
   c.the length does not exceed the maximum permitted length by more than 3.0 metres;
   d.the width does not exceed 3.0 metres;
   e.the maximum permitted height is not exceeded.

In all cases, the vehicle together with its load may not exceed the technically permissible maximum mass or
the technically permissible maximum axle masses, as entered in the registration certificate(s) or in the vehicle's identity card.
